How to Reduce Wage Bill of Kenyan Politicians

1. No nominated MPs, Senators or MCAs. They serve no purpose.

2. Reduce number of MCAs drastically by having 1 MCA per constituency. If a county has 5 MPs, then it would also have 5 MCAs. The MCAs should earn the same salary and allowances as those earned by current MCAs.

3. No deputy governors. In case the governor is not available, the MCAs should elect one among them to take over governor’s duties temporarily.

4. Governors’ spending need to be cut drastically.

This would save at least KES 1 Billion per month. This money should be pumped into health and education, since funding these services helps the poor nationwide.

Reasons Behind These Proposals

1. Long ago when there were no private radio or TV stations in Kenya, it made sense to have nominated MPs, councillors etc. to represent ‘special interests’. At least this worked in theory, though in reality, the special interests were the nominated persons’ stomachs.

Nowadays, there is plenty of private media and most Kenyans have internet-connected phones. One does not have to be in parliament or county assembly for their concerns to be known.

2. Politicians have refused to become humble. When creation of county assemblies was written in the constitution in 2010, it was assumed that MCAs will be earning less than KES 100K per month, slightly above what councillors used to earn, representing same wards.

Through their ‘union’, they lobbied hard for increase in salaries, which they achieved, making them earn more than all Kenyan professionals straight from college like doctors, teachers, engineers etc.

3. Deputy governors are not needed. They are just extra-burden on taxpayers.

4. Governors eat too much: Unnecessary foreign trips, useless Council of Governors meetings & contributions, heck, they even have Governors’ ’First Ladies’ Forums paid for by the taxpayer.

More Ways to Reduce Government Spending

No MP, Senator, Governor or MCA should ever go for an ‘official’ foreign trip without permission. Maybe SRC can act as the permission issuing body. This is because more than 90% of those ‘official trips’ are unnecessary and are just ways to fleece suffering Kenyans.

If they want to go for foreign trips to relax, they should do what doctors, nurses, teachers and farmers do: Pay from their own pockets.

This would interfere with their independence? So what? Their independence to perform their duties will not be curtailed in any way, but their eating independence will be hit hard.

That would be good for Kenya.

Another advantage of having 1 MCA per constituency is that each county will only have a few MCAs, meaning that the positions of county speaker, majority leader, minority leader will be scrapped.

All these changes will save a lot of money; meaning more money spent in developing the counties.
