63 Billion Dam Scandal

“National Treasury Cabinet Secretary [CS] Henry Rotich, his Principal Secretary [PS] Kamau Thugge and eight others were on Tuesday charged with corruption in the Sh63 billion Arror and Kimwarer dams’ scandal

They were arraigned before Chief Magistrate Douglas Ogoti at the Milimani Law Courts where they denied more than 10 counts ranging from abuse of office, engaging in unplanned projects, receiving bribes among other economic crimes.”

This must be the first time in Kenya history where a CS has spent the night in police custody, and charged with committing economic crimes the next day. This is a very bold and positive move by the Director of Public Prosecutions (DPP) & Directorate of Criminal Investigations (DCI).

Before today, the worst that could happen to a serving CS was to be told to step aside. The ante has now been upped. I am sure that many other corrupt people in Kenya will not sleep well tonight. That is good for the country.

Only 2 people in Kenya are above the Treasury CS - the President and Deputy President. Kenyans have been asking for a long time: “When will the big fish be charged with corruption?”

Well, that has now happened. Kudos to the DPP & DCI.

This corruption case is different from other big corruption cases in Kenya because of the following:

Old Corruption Cases (Goldenberg, Anglo Leasing etc): The senior government officials who committed these thefts, started by using the argument that the government/ruling party needed a lot of money to bribe political opponents, organise political meetings etc.

For instance, they would claim they needed 5 Billion for the activities above. They would then execute a plan where they would eventually steal, say 20 Billion, use 5 Billion to fund the political activities, and pocket the remaining 15 Billion.

They would use the 5 Billion to fund activities that popularised the president, or made the ruling party more powerful. It was in their interest that the president became popular, and ruled for long, because they feared that another government might jail them, and/or take over their corruptly acquired assets.

New Corruption Case (Arror & Kimwarer Dams Scandal): It is the opposite of the above. For the first time in Kenyan history, senior government officials have stolen a lot of public money, planing to use it to bribe politicians and organise political meetings IN ORDER TO TOPPLE THE GOVERNMENT.

Steal 20 Billion, use 5 Billion to fund political activities and buy MPs to pass a vote of no confidence in the government, and pocket the remaining 15 Billion.

You just can’t make this stuff up.

I now believe it is true that if it were not for the handshake between President Uhuru Kenyatta and Opposition Leader Raila Odinga, the former would have been impeached already.

Reason for impeachment? So that greedy politicians and public officials can eat taxpayers money freely without having to watch their back. If these unpatriotic politicians and senior civil servants had succeeded, Kenya would have gone to the dogs.

NB: I have checked the Twitter page of the GLOBAL BIGSHOTS’ representative in Kenya, and it is obvious from his tweets that they are very angry that the attempted coup did not succeed.

Considering that international companies are involved in this scandal, it follows that the GLOBAL BIGSHOTS knew about it. The GLOBAL BIGSHOTS never leaked this massive corruption racket. Therefore, at a minimum, they wanted it to succeed. But logically, they must have been behind it.

Question: But the GLOBAL BIGSHOTS have too much money. If they were involved, they would have funded the Kenyan coup plotters, not let them engage in risky corruption…?

Answer: Wrong. When the major criminal organisations recruit new members, they make them commit murder first before they can be trusted, yet the original members of the organisations could easily have done it themselves. Similar situation here.
