How GALANA-KULALU Project Can Succeed

The Galana/Kulalu Food Security Project seems to have run into serious headwinds. Not surprising because Israel’s Green Arava Ltd’s job was to make sure the project achieved exactly that - FAILURE.

My humble advice to the people managing the project: If you want the project to succeed, it must be run by Kenyans 100%. This is because the world is not what it seems.

For instance, National Youth Service could be incorporated into the project. This is because, apart from the necessity of having Kenyans manage/run the project, the people selected to supervise and do the actual labour in the farms need to be very disciplined.

The farms could also be the perfect place to have college interns(especially from the area) horn their practical skills whilst working there during their holidays, thus lowering production costs. The interns gain, the local counties gain, the country gains.

“Since the National Irrigation Board (NIB) took over operations at the multibillion-shilling Galana-Kulalu after falling out with the contractor, it says production cost has gone down significantly, with the blame now shifting to Green Arava, which is accused of inflating expenses.

“[Agriculture Cabinet Secretary Mwangi] Kiunjuri says Green Arava had been spending Sh67,000 per acre on other expenses that are related to farming with Sh90,000 on fuel component alone.

“Since NIB took over in the current season, the cost of production has come down to a maximum of Sh45,000 per acre, having more than halved what the contractor has been spending,” he said.

“Another instance of inflation, says the CS, emerged from the Sh700 million bill that the contractor [Green Arava] was demanding before unclogging the water intake that runoff had blocked.

They came, they saw, and they conquered. Green Arava achieved exactly what they had been sent to Kenya to achieve: That is, to make Kenya government look bad in the eyes of its citizens.

Going forward, Kenya has people with PhDs in Agriculture/Horticulture/Irrigation. Time to make use of their expertise in the Galana-Kulalu project.

(14 March 2020) Kenya and Israel governments are in talks over the revival of the one million Galana Kulalu irrigation project in Tana River County…

Israel Deputy Ambassador to Kenya Eyal David confirmed Friday that his government has had talks with various agencies including the ministry of agriculture, devolution and water as well as governors of both Kilifi and Tana River in order to get it back on track.”

The Israel Deputy Ambassador to Kenya claims Government of Kenya (GoK) wants Israel involvement in the project. Yet, according to the article below, that is OPPOSITE of reality, on the ground.
(14 March 2020) The agency [National Irrigation Authority (NIA)] also appears keen to proceed with the project WITHOUT Green Arava, the Israeli firm that was implementing the project but abandoned it in 2018, citing “sustained failure by NIB to honour payments when due”.

The firm and the agency are embroiled in a dispute regarding the amount owed to the former. Last year, Green Arava claimed NIA owed it Sh1 billion, even as the authority insisted the figure was Sh200 million.

“We now only owe them Sh8 million. And we intend to charge them for delayed income. They need to compensate the employer for lost income,” NIA head of design and planning Charles Muasya said this week…

Israeli ambassador in Kenya Oded Joseph last week sounded optimistic about the revamping and expansion of the irrigation project and other model farms “because they are at the heart of Kenya-Israel relations.”

He said: “We are making huge and committed efforts to put relevant players together to make the right decisions to put Galana back on track. I have been in conversation with all the key leaders and my sense is that the project will be brought back on track.”

The way the Israeli ambassador in Kenya Mr Oded Joseph is talking about the Galana-Kulalu project, it is as if he is talking about a project in Israel. At this point, the following question needs to be asked.

WHAT IS ISRAEL’S INTEREST IN GALANA-KULALU project in Kenya?

If Kenya was a powerful country, GoK would be justified in immediately cutting off diplomatic relations with Israel, and ordering the Israel ambassador to leave Kenya within 72 hours.

As it is, there is not much Kenya can do regarding Israel’s open sabotage of Kenya’s economy. The only option open to GoK is to write a protest letter to Israeli government. Or reporting Israeli hostile actions against Kenya to the UN.

What is irking Israel about the GALANA-KULALU project is this: “3,200 acres have already been prepared…maize was being harvested in some sections, with a total of 36,542 bags already bagged and stacked”.

That Kenyans have succeeded where the Israelis failed.

It is very possible that this issue has been discussed in Israeli cabinet, and a resolution made to make sure the Galana-Kulalu project is destroyed using any means necessary.

I wouldn’t be surprised if some (incited) people in the Counties hosting the project - that were recently visited by Israel Deputy Ambassador to Kenya Eyal David - start opposing the project.

There could even be (sponsored) anti-Galana/Kulalu project demos in Nairobi and Mombasa.

This is not sadism. It is Satanism.

Doesn’t Kenya have enough problems?

If Israel honestly want to help Kenya, they should tell us where Silvia Romano is.

@galanakulaluken (galanakulalu TWITTER handle) was established in Sep 2017. It says it is based in Kenya. Last tweeted 3 April, 2020.

As the attached Twitter image shows, @galanakulaluken is still being run by Israel’s Green Arava Ltd.

Almost 1 year since Green Arava’s SWINDLE was discovered, and they abandoned the project, from the attached tweet and other tweets, it is clear they are still FORCEFULLY demanding to participate in the project.

(NB: I don’t think the misspellings in the tweet were accidental. It is most likely deliberate, so that, if Kenyans ask why they are still running that handle, they can claim “Do you think we are illiterates to write such tweets?” )

About the Israel-run @galanakulaluken Twitter account: If a company goes to work on a project in another country, and creates a social media handle SPECIFICALLY about that project, I would expect the following to happen when they finish/leave the project for whatever reason -

1. If it is a FRIENDLY company/country: Pass the Social media admin passwords to the new managers of the project;
2. If it is an UNFRIENDLY company/country or if there were serious disagreements with project owners/new managers: Delete the social media account;
3. If it is a HOSTILE company/country: Retain the social media account and use it to sabotage the project and spread propaganda against the project/country.

More than 1 year after the National Irrigation Board (NIB) took over the management of Galana-Kulalu project, Israeli ambassador in Kenya Mr Oded Joseph was still lobbying for his country to be allowed to run the project.

As the attached Tweet image shows, Mr Joseph was lobbying directors of Kenya’s Agricultural Development Corporation (ADC) to be allowed to manage Galana-Kulalu project.

NOTE: Both NIB & ADC are parastatals/departments under the ministry of Agriculture.

Therefore, Mr Joseph is fighting Kenya’s cabinet, since the cabinet okayed NIB to manage Galana-Kulalu project. Fighting Kenya cabinet is fighting the state of Kenya.

Looking at the Twitter account of the Kenyan ADC director, Peter Chemuigut, below, one would be think he is a lobbyist for Mr Joseph. It is obvious from his social media posts that Mr Chemuigut is completely compromised by Mr Joseph, even going to the extent of contradicting his own boss, as he pushes Israeli interests.

Therefore, Israeli ambassador in Kenya Mr Oded Joseph has been authorised by his bosses in Tel Aviv to use bribery if necessary as he lobbies for his country to take over Galana-Kulalu project.

Obviously, this is not about maize.
